DATES CHANGED TO 11, 12 & 13 NOVEMBER 2013

MAKE CAMPAIGN PROGRAMME BY CHQ LEADERS A GRAND SUCCESS

The available members of the Confederation National Secretariat met at New Delhi on 19.9.2013 to review the preparation made for the strike Ballot campaign, which is, scheduled to be organised on 25^th, 26^th and 27^th September, 2013.  The meeting took note of the fact that certain states and some organisations have not yet initiated steps to conduct the programme with full participation of the members.  It was also reported at the meeting that some of the affiliates have practical problem in adhering to the dates and the house was of the unanimous opinion that the date might be deferred.  Accordingly the dates for strike ballot have now been shifted to 11^th, 12^th and 13^th November, 2013 (Monday, Tuesday and Wednesday) and the Confederation National Secretariat members will undertake intensive campaign programmes to mobilise the rank and file of the membership.  The names of Comrades who are deployed to various States are indicated in the list enclosed.  The State Secretaries and the affiliated organisations are requested to get in touch with the concerned Secretariat members to fix up the dates.  The National Secretariat will meet at Mumbai on 15^thNovember, 2013 to review the strike ballot campaign programme and chalk out future course of action.

BAN ON CREATION AND FILLING UP OF POSTS  

 CONDUCT MASS DEMONSTRATION ON 25.09.2013

The Government on recognition of the serious economic crisis that engulfed the Indian economy has decided to abide by the IMF prescription of imposing austerity measures.  They have now imposed a total ban on recruitment, Creation of Posts and abolition of the posts which lie vacant for more than a year and such other anti-people measures.  We should react to this wanton attack immediately and the Secretariat has decided to call uypon all the affiliates and State Committees to organise a massive demonstration on 25^th September, 2013. At all work places and at all important centres.

Subject: - Request for change of procedure in conducting LDC DE and JA

Confirmatory exam.

            It is our experience that since the last 5 years the announcement of results reveals that there is an in conducting and evaluating the above said exam. The results so far show to the much of surprise and disappointment on the part of candidate, those who are taking up the exam in the above category. It is historically seen that both the examinations are being conducted under the direct supervision of concerned Directors and Deputy Directors of Postal Accounts., However, it is not reasonably know that the procedures in conducting the examination ,have been changed. It is the matter to be understood that the appointment promotional and the disciplinary authorities and its powers are being rested with the Directors and Dy.Directors of Postal Accounts. It is our common knowledge that the assessment of examination and conducting procedures are being best known to the concerned category of officers. As such there is a need to change over to the earlier method and procedure so far as conducting and supervising the above said examination. It is only a matter of faith and psychology of the candidate who needs to be strengthened in negotiating the examination by way of their application of mind and to be successful in the examination. Hence it will go a long way to better the promotional prospects after successful negotiation of the examination. So has this association is of the confirmed opinion that the change in conducting the examination and reverting back to entrust for conducting examination will be much helpful to make better prospects in respect of above category of employees. A favorable reply is very much appreciated.

            Subject:- Conducting  of typing test in respect of LDCs, who were promoted

                                          Under SCF scheme (MTS)

                                                                       

            With reference to the above cited subject, this Assn would like to draw your kind attention for conducting the typewriting test exam by the SSC, Bangalore . However, it may please be considered that the above exam may Pl be conducted under the supervision of DA (P), Bangalore. In this regard the earlier existing system that such promotee qualification type test was continuously being conducted by the DDAP/DAP Bangalore prior to change over of such method by the SSC. It is needless to mention that in all the exam results after switching over to new arrangement the results are very disappointing.  It may be fact that norms and evaluation in the typing test have been applied on par with direct recruit LDCs by the SSC. However, a point to be considered that the MTS candidates eligible for promotional LDC category are being considered based on their experience in the day to day work and coupled with their educational qualification. The SSC norms for typing test are being evaluated exclusively based on their educational qualification for the appointment of LDC by the SSC. Hence the difference between the educational qualifications is the primary application for having so; it is our experience that continuously the results arranged by the SSC in respect MTS promotee LDC are being resulted in negative. In view of these points it is requested to conduct the exam at PAO level keeping in mind that this type test is being done in respect of MTS category candidate who are going to be promoted as LDC on regular basis. Furthermore a favorable consideration for conducting SCF type test at DAP office only.

                This is regarding the agony faced by our comrades who have passed AAO Part II exam held in the month of December 2012. Representations received in this regard are enclosed herewith for urgent necessary action. Four of our members qualified in the above said exam and were posted to different parts of PAOs/CCA outside Karnataka.

                Comrade, there are 12 vacant posts of AAOs in PAO, Bangalore and six vacant posts in CCA, Bangalore. This association does not understand the methodology and working pattern of Dte. for not giving postings in the same circle instead they have been transferred to the different parts of the country causing extra expenditure like, TA grant etc., to the exchequer. Till now the RRs of AAOs are not amended, existing RRs for AAO cadre is applicable for postings. The above said examination has been conducted after a lapse of 17 years or more, even though this association insisted to hold the Part II exam since very long time. After much persuasion exams have been conducted as a onetime measure during Dec 2012. The members who have been posted out of their circle are facing family problems as well as financial constraints. Many of the AAOs posts in all PAOs are being operated under officiating arrangements so the outside posted officials may be accommodated in the same circle only.

                In few cases the spouse is working in state/central/central state aided institutions.  Under CCS rules there is a provision that the husband/wife may be given same place of posting.  The CHQ may point out this also to the authorities.

                The members of this unit are really worried and seek your help for relocation of place. Immediate intervention of General Secretary in this regard is very much helpful to all comrades who have passed December 2012 AAO exam.  I request the CHQ to act swiftly and try to get the transfers to other circles cancelled.
